Would this run vr games at low settings?
Exact settings would depend on the headset you're using and the resolution you're planning on running your games at, but you shouldn't have any problems at all running most, if not all modern VR titles. Pair vrperfkit with anything you experience dips in, and you'll be golden.

Heya! Honestly everyones PC is different, so the settings are really gonna be something you gotta mess with, and dont forget there are 3rd party tools to help with FPS like VrPerfKit I myself used this and multiple others in the community have as well.

VR Users - huge performance increase switching to OpenXR instead of OpenVR
I'm sure many are aware of it, but if you're not and want to do the same you can download the 64bit dll from here https://gitlab.com/znixian/OpenOVR/-/tree/openxr and replace the openvr_api.dll in your bin\win_x64 folder of ETS2 or ATS.

Can't say I have that with my Odyssey+ HMD (same WMR style). But I am using OpenComposite and not SteamVR.

Steam VR is the worst
Don't think what I'm saying is possible ? Let me introduce you to the Opencomposite XR project - they're all about porting OpenXR API calls to Valve's openvr_api.dll.
