Browser-based notetaking with Vim keybindings?
For MacOS there is https://kindavim.app/ which will turn any input text into a vim modal input text. I don’t fully use it all the time, but depending on your keyboard (I use the moonlander) you can set different layers to give you some motions that resemble vim. I find that is good enough for most cases.

What are some alternatives?
vim-like-pile - Sources of Big Pile of Vim-like
vimac - Productive macOS keyboard-driven navigation
jrnlsync-sh - Write jrnl.sh entries on iOS, using your favourite writing app and Siri Shortcuts. Then sync your journal with a bash script. Very simple, easy to install and use, and works well.
SketchyVim - Adds all vim moves and modes to macOS text fields
matui - A very opinionated Matrix TUI.
yabai - A tiling window manager for macOS based on binary space partitioning
VimMode.spoon - Adds vim keybindings to all OS X inputs
evil - The extensible vi layer for Emacs.
Surfingkeys - Map your keys for web surfing, expand your browser with javascript and keyboard.
home-row-control - Use big modifier keys in the home row for Ctrl
libvim - libvim: The core Vim editing engine as a minimal C library
