Best terminal for serial comms between device and Linux PC?
tio. https://github.com/tio/tio. Super simple no frills program. It's gnu screen minus the stackoverflow searches. This is what you want.

Favorite IDE for CircuitPython?
In my case I use either VSCodium (OSS version of VS Code) or Emacs as my text editor, and "tio" (https://github.com/tio/tio) as the serial comms program in a terminal window. "tio" is great because it will auto-connect when a device is reset. But if you don't like command-line, PuTTY on Windows and CoolTerm on MacOS are good serial terminal apps.

I made serialterminal.com
I was really trying to keep it minimalist. On github there is a 150 line version for all the CSS, JS and HTML. https://github.com/Autodrop3d/serialTerminal.com/blob/main/index-150lines.html

Browser serial terminal
A nice serial terminal in the browser that will save you the effort of building one yourself. It’s fairly centered around text passing, so might be useful for just testing connections, or sending commands to a device. I found it on hackaday, and the author mentioned they use it with 3D printers, which is pretty interesting, can imagine plugging in a printer directly to a website and getting a nice printout of something.
