Best terminal for serial comms between device and Linux PC?
tio. https://github.com/tio/tio. Super simple no frills program. It's gnu screen minus the stackoverflow searches. This is what you want.

Favorite IDE for CircuitPython?
In my case I use either VSCodium (OSS version of VS Code) or Emacs as my text editor, and "tio" (https://github.com/tio/tio) as the serial comms program in a terminal window. "tio" is great because it will auto-connect when a device is reset. But if you don't like command-line, PuTTY on Windows and CoolTerm on MacOS are good serial terminal apps.

I want an easy serial monitor without having to connect a laptop
There are a whole pile of projects which use a spare ESP32 or ESP8266 as a remote UART terminal. This sort of thing.
