The matrix-docker-ansible-deploy playbook will install it for you very easily. All it takes is enabling one config option.

Re: Your other comment, have a look at https://github.com/Awesome-Technologies/synapse-admin for a Synapse admin panel. It's nowhere near feature-complete, but it does come in handy from time to time.

Matrix synapse user management?
I deployed this and had the same issue, there's an open issue specifically for this on github and it looks like it's a synapse API change that's causing it: https://github.com/Awesome-Technologies/synapse-admin/issues/136
