Storm is a specification for incentivizing the storage and serving of messages and files over LN. The team behind it is working pretty much full time on RGB right now.

RGB : Smart contracts for Bitcoin and the Lightning network (very excited for this)
RGB is not a proposal, it's a protocol that runs as L2 and/or L3 solution on top of Bitcoin/LN. No, it will not require any changes (aka soft/hard forks) into existing protocols. It also has nodes implementations of its own written in Rust: BP Node for Bitcoin and LNP Node for Lightning.
