I need to change a column of names of variables (e.g. HC17954) to be random while ensuring that existing values receive the same new random number
I use a cryptographic hashing algorithm to solve a similar problem to yours. A hash will produce the same output for the same input, but the input is not derivable from the output. A very nice person wrote a wrapper for OpenSSL for Stata, and it’s perfect for my needs.

Hash identification
This is just a 128-bit hex number. You can use a tool like houndsniff (shilling) to see which hash is most likely to have produced it, but that information is not extracted from the hash itself, rather the general popularity of the hashing algorithms. If you read the README file, you should know it's impossible to definitively determine a hash mathematically.
