Repo here. I consider this is quite a big deal because most of the value Adobe offers over FOSS software is AI related. For example: "Remove this element from my image and generate the background".

Yet another GIMP newbie with a question: Am I barking up the right tree?
You do not need to abandon the ship, with 2 plugins (one is G'MIC, the other one is to export layers as image and it does way more as well), and a one line code in terminal, you will be able to do it with GIMP (although I think it's the perfect job for ImageMagick, but I don't master it).

How I Managed to Pre-processing Musshaf Images
Export all of them as separate JPEG images using a plugin Export Layers; and
- A photo I edited using GIMP, don't let others tell you its not good enough!

2d vector drawn animation
From my quick search, fresco can export to psd (photoshop) file format, which keeps the layers. So you can export all frames at once into a single file. If you have photoshop, you can use that to batch export all layers to seperate images. If you don't have photoshop, you could try gimp, it can import psd files and with a plugin you can batch export layers.
