Are there any serialization crates that do Varint encoding without Zigzag encoding?
It isn't. I wrote my own serializer ssh_format and you could simply write a mcro_rules to delegate most fm to underlying serializer.

Transferring large files from remote host
I would definitely recommend openssh-rust/openssh and openssh-rust/openssh-sftp-client since they provide better APIs, but this is partly because I worked on these two projects.
