The Overflow Offline Project – Stack Overflow Blog

It's not clear to me why the data set shrank between 2019/3 and 2022/6; was something excluded? Compression improvements?

StackOverflow is again available for download and offline use via Kiwix
SO was really hard to manage with its 21 million questions. For this reason, all StackExchanges will update monthly while SO will be every quarter only (until we fix that memory leak: there is a ticket opened to try and fix it, please have a look!).
- Can someone pls upload the Layer 2 platform to another domain and prove this as debunked

Updated Stack Overflow zim file 2021-09-06
The Openzim/Kiwix folks are working on a rewrite of the scraper, sotoki , as it's all but unworkable. But there hasn't been a recent successful rerun yet. Back in June/July I managed to scrape together a process to get a working zim file until they finish and posted a version based off that DB dump.

A way to create a separate PDF viewing page?
Not sure I understood all of your plan, but we have a tool called Nautilus that allows people to build a zim file out of a list of documents (PDF, but also docx, videos, etc.). One prime example would be this survival collection.

Creating ZIM files for Kiwix by myself?
r/kiwix would be the place to ask, but at the end of the day it all comes down to heading out to openzim.org (or the corresponding github repo) and figuring it out. You can either grab zimit and run it locally, or access all the libraries that will help you build your own scraper (Nautilus will assemble documents and videos into a single file library, MWoffliner will do for wikis, youtube will do YouTube, etc.).
What are some alternatives?
When comparing sotoki and nautilus you can also consider the following projects:
zim-plugin-instantsearch - Search as you type in Zim, in similar manner to OneNote Ctrl+E.
mwoffliner - Mediawiki scraper: all your wiki articles in one highly compressed ZIM file
ifixit - iFixit to ZIM scraper
zimit - Make a ZIM file from any Web site and surf offline!
kiwings - A better alternative to Kiwix for macOS
youtube - Create a ZIM file from a Youtube channel/username/playlist
freeCodeCamp - freeCodeCamp.org's open-source codebase and curriculum. Learn to code for free.
zeal - Offline documentation browser inspired by Dash
