Packet capture limit
A was already suggested, for longer packet captures, consider going with the CLI-based sniffer via SSH. For the final conversion to pcap file, I would recommend https://github.com/ondrejholecek/sniftran

I'm deploying a couple of FortiGate VMs in AWS. I've fiddled with the Cloudformation templates from the Fortinet Github repository, and got everything working, in as much as it runs and fails over across two AZs.
