Dedicated Server NetworkQuality setting does not work?
In addition to the sage advice from u/Temporal_Illusion, I would also try starting a new discussion on the GitHub site, since it looks like the developers/contributors to the project are responsive to questions about the software. You will probably have to create an account first, but they're the ones who actually developed it, so they would most likely be able to give you the best response/solution.

Server Question
I am currently hosting a dedicated server on AWS using https://github.com/wolveix/satisfactory-server. When I create a new game I am unable to walk through the setup phases and spawn in with items and progress from my previous save. A group of friends and myself want to start a totally fresh game.

Help with multiple instances of myself in the game now I am stuck in a train and when I spawn I am no longer in the train but the train is still occupied
Playing on a docker dedicated server image (dev branch). In a few instances, I have had disconnects that leave an extra version of myself hanging around. Normally they do their creepy thing and just hang out around the hub. Annoying but I can live with it who doesn't at some point wish they could be in multiple places at once.

State of Dedicated Servers in Satisfactory (Update 5)
Just rewrote my unofficial Satisfactory sever implementation (https://github.com/wolveix/satisfactory-server/tree/dev) to utilize the new implementation! Super happy it's been built for Linux. Unfortunately, it looks like utilizing `/home/satisfactory` is a hard requirement at the moment, as is having the Steam SDK installed. Looking forward to those minor issues/bugs being resolved!
