Adblock detecting in rustorka.com
For many years, this site has had an auto-redirect initiated by the server itself. It could only be avoided by setting cookies. The issue was discussed here: https://github.com/uBlockOrigin/uBlock-issues/issues/1518 At the end of May this year, the admin declared war on the blockers and arranged a vote: http://rustorka.com/forum/viewtopic.php?t=267906 As you can see from its results, only 28% of users refused to disable the ad blocker, 41% voted to ban it, and 30% indicated that they didn't care. At the moment, the admin in real time checks the functionality of denying access to those users who use blockers, and the rules added to regular filters do not work for more than several hours. Ads getting through on Yandex websites
To block ads on Yandex sites, filter Counters and for Firefox - in addition to Counters, the Scriptlet Doctor is also required.

Starlink in the Falklands, a National Emergency Situation?
With these internet connections, I really hope the local techies are helping set people up uBlock Origin, running something like ClearURLs to short-circuit unnecessary redirects (I assume GEO latency), and running LocalCDN to avoid re-downloading the same libraries and assets over and over. Probably also good to install something that defaults Youtube to 360p, and Pihole for mobile/smart devices.
I would run uBO in Medium Mode[1], but I expect that's probably too much for most non-technical users.

What power? There is no “the list”. Tons of people curate their own block lists and make them available. It’s entirely up to you to pick and choose which ones you want to use that most align with your views on SEO garbage.

uBlock Origin supports filtering CNAME cloaking sites on Firefox now
uBO has had this for awhile, since 1.34.0 (or 1.25.0 in advanced settings).
