A master list of what licence is needed to create content for ttrpgs
The list of Awesome Free Tabletop RPGs lists licenses for a lot of systems. The librerpg project also has A list of Libre and Open RPGs which already includes some links to SRDs and licensing info pages. The project was started only yesterday ( relevant reddit thread ) and will hopefully be extended in the near future.

I need some advice on getting started
There are a lot of free tabletop RPGs ranging from single page offering, through trial versions of larger games (GURPS lite) to open sourced full commercial games (opend6project)
