On our internal testnet the 'carbon hook' fired correctly on both validators and produced the same output. However a race condition emerged due to the way emitted transactions are queued for application to the next ledger.

Why is there 0 news or discussion on XRP in this sub?
If by scs, you mean smart contracts XRPL does and that's how escrow is maintained. More elaborate smart contracts have been developed called hooks, which I believe will be integral to Ripples private CBDC ledger.
