Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

What is the industry standard today in C++ to deploy REST microservices in Kubernetes?
My favourite was Microsoft's cpprestsdk, but for some reason now is in maintenance mode, I don't know why, so it's hard to suggest it for new projects. A nice alternative is restc-cpp, that's has a good high-level interface, if this is what you want.

REST APIs using C++. (Is this even done much?)
Restc-cpp: Client library using asio stackfull coroutines. It also handles serialization to and from Json automatically if the C++ classes are declared with boost::fusion.
- API gratuite c++

REST library: production 'ready'

New to C++. Want to creat a program with a JSON REST API
Ah ok. I would use a rest api client library for that. Have not used c++ for this. But found that when googling https://github.com/jgaa/restc-cpp

REST APIs using C++. (Is this even done much?)
RESTinCurl: Wrapper over libcurl for projects not using boost/asio, typically for Android and IOS use-cases (but I have used it in servers as well). Besides wrapping the library, it also contains the code to handle asynchronous operations with libcurl.

How to convert libcurl to C++?
You can take a look at restincurl, which is a simple C++ wrapper around curl ;)

is a good option programing with NDK for android?
1) A C++ library compiled with the NDK with a Java wrapper and the UI written in Java/Kotlin. This was doable for this project because the project was huge with good funding and multiple teams working on the various components. I was responsible for the C++ part. The C++ library was also used in a iPhone app, and that was actually much more work (I had to write an Objective C layer) than on Android. During this project I wrote about how I ended up making a usable JNI wrapper. I also created two new Open Source projects to facilitate logging and using libcurl conveniently from C++ in mobile apps.
What are some alternatives?
