Yup! Your best bet is to check this out - https://github.com/filecoin-project/ref-fvm. Our documentation is still SUPER raw, it's very early. But there are lots of tests and examples in there.

Theory: I believe Loopring is being heavily shorted.
Plonky2's proof is already publicly available in the git repo and can be validated publicly. The TPS is 300-600x that of loopring's libsnark solution. They just need to implement and integrate it. They already have a rich ecosystem of dApps (and NFT functionalty) already integrated in their network. Loopring has already completed the CF-wallet and DEX but have not implemented the partnership functionality. Both solutions have initial advantages but components they need to implement and prove, hence the race.
