Did you try solutions for this. Apparently the open razer driver manages the cooling well, Even though no manual control is given. Also this https://github.com/rnd-ash/razer-laptop-control

Razer Blade 17 Advanced 165w vBios
Fan control is still kinda a pain. There is a custom driver for razer laptops https://github.com/rnd-ash/razer-laptop-control but it doesnt have support for the 17 inch 2021 model. I was able to patch it manually but the repo seems dead. There is a work-around involving a windows vm but it's kind of clunky. I haven't had a need to max out the fans on a daily basis so the workaround works for now. When I start needing fan control on a daily basis I might revist this

No BIOS Update for RZ09-03519
https://i.imgur.com/OuvCWwh.png <- Razer Synapse telling me my fans don't spin. Can't adjust it at all. Have factory reset two times now. PC slowly creeps up in heat until it thermal throttles itself to blue screen. Have tried several 3rd party fan software packages, none of which detect my fans at all. Tried to build https://github.com/rnd-ash/razer-laptop-control linux drivers into a windows install with windows linux subsystem and no luck there either.
