global mouse and keyboard hooks not registering once WPF application has focus
if you want another solution other than hooks, you could use raw inputs (heres a link to a repo, you can just clone it and copy all the classes into your project). but for that you need a window that handles window messages (window proc, so you could create a form in the background, override it's WndProc function, etc)

How to make ShadowSocks proxy to tunnel all my traffic (like a VPN) on Windows
So I have a SS proxy running (with this client) and the majority of applications use it when it's on global mode but for example the command line (cmd) doesn't seem to pick it up. (e.g. I can't ping a blocked website on cmd whereas I can do this with a VPN)
