Could you create a start up script to do the rename etc for you - possibly using the MAC address as a key? See this GitHub code or this GitHub code as a starting point.

Raspberry Pi K3s Cluster
The first problem I didn't want to deal with manually was configuring the ssh on the RPis. In the previous process, I had one playbook to configure the ssh and user on Raspberian and another to configure everything else. This time, though, the node will boot with password login disabled and with my public keys automatically added to the host. To achieve this, I used Raspberian Firstboot with a custom script to set up the ssh configuration and hostname.

For that volume I would look at Ansible but it can be a steep learning curve. Not sure that NOC-PS will run on the Pi (despite the author creating PiServer - may be another option but not sure).

PXE boot a Raspberry Pi
It was updated for Bullseye https://github.com/raspberrypi/piserver but the Pi Foundation / Trading teams are spending more time on getting the network boot working that this IMHO.
