For the very paranoid, there is https://github.com/QubesOS/qubes-app-linux-pdf-converter. It uses disposable VMs to securely render PDF files into simple bitmaps which you then view.

QubesOS has a TrustedPDF converter [0] that sanitizes a PDF to the extremely level for ultimate security - it converts the entire PDF to RGB pixmaps in an isolated virtual machine.

Comments for Static Sites without JavaScripts
If you're mocking me for avoiding client-side scripting then without discipline PDF is hardly any better. I disable JS by default (and only turn them for e.g. to reply to you here because Reddit decides to inject forms instead of hiding them via CSS) and the browsing experience is a lot snappier.
