It's DAB radio, channel 12A specifically (I think). You can use Qt-DAB to listen to it, it's unencrypted.

Gqrx hardware advice: looking for better performance
I should give sdr-j-fm a try as well, once I successfully manage to compile it, but it still doesn't have remote control like GQRX.
