If you just want to send CoT you can use something like netcat or ncat to pipe in data to the ports WinTAK listens on. If you want a library for sending and receiving CoT data check out PyTAK: https://github.com/ampledata/pytak

I did a similar project in the past, I created a repo for pushing COTs directly to a device (without the need for a server): https://github.com/kylesayrs/ATAK_push_cots. It might be some use here.

The servers and ATAK devices typically communicate using TCP/UDP on certain ports. You can usually use these ports to communicate messages. I've set up a repo that helps you, for example, push cots to ATAK devices: https://github.com/kylesayrs/ATAK_push_cots

I've made a repo to send CoTs over UDP. https://github.com/kylesayrs/ATAK_push_cots. This code is meant for sending CoTs with attachments, but can easily be changed to send without attachments. Lmk if I can help with this.
