Flashing sysupgrade without losing packages !
It should work on snapshot builds too - the SNAPSHOT branch is available on http://sysupgrade.openwrt.org/ and I was using it for a while on my E8450 before the 22.03 release was branched.

Upgrading openwrt on raspi
Well I bit the bullet.. it seems the pi does support upgrades with the sysupgrade tool (what luci uses). I ended up using AttendedSysUpgrade Server (asu) tool to generate a custom image containing additional modules for my USB ethernet dongle.
