A quick search brings up the pycaw library. It even lists volume.GetMute() as an example.

I have been working on a new product for a while. It’s not your typical input device and I plan on releasing it at February 3rd, 2021. More in comments!
A quick google search gave me this result: https://github.com/AndreMiras/pycaw/blob/v20160929/examples/volume_by_process_example.py What you want to achieve looks achievable in Windows. For Mac it should be possible as well, but I haven't looked it up yet.
