Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

scripting is something i have a lot less experience in, both in binary and decomp. from the little scripting i've done, writing in poryscript seems a lot like writing in binary script languages, except that you don't have to worry about offsets and free space. i think this is the main difference you'll find if you only make simple events.
porymap, a map editor for pokeemerald, has a mac version, and so does poryscript which is a script editor. for anything else, you don't need any extra tools at all. you'll edit pokemon base stats in any text editor, and graphics in any image editor.

PPRE should be avoided if that's possible. i believe pokeditor is the recommended tool for modifying things like evolution data.
Now there is one tool I didn't mention not because it's bad but I think it's the wrong time to start using it https://github.com/turtleisaac/PokEditor
pokeditor takes pokemon data from the rom and constructs it as a spreadsheet, then re-inserts that data from the spreadsheet after you've made changes. this makes it compatible with existing hacks. it's a command-line tool without a user-friendly interface but it if you're willing to put up with that it is the recommended option for gen 4. it also seems to have gen 5 support but that may be buggy.
editing pokemon base stats and stuff can be done thru pokeditor. it says it has support for gen 5, but there are no gen 5 templates, so... read the instructions closely and use it with caution. there might be other editors for pokemon data out there too.
