Does current bitbake inherit bash environment variables?
There are a bunch of convert-* scripts in poky/scripts/contrib that should help. Maybe convert-variable-renames.py is the main one you need.

Why "do_package in both covered and notcovered."?
There are scripts in poky to convert to the proper syntax. Run all the ones starting with "convert" in this folder and your recipes will be better for it. https://github.com/yoctoproject/poky/tree/master/scripts/contrib

No patching Rust, what I did end up patching (for the reasons in my previous comment), was the Yocto Rust support layer, meta-rust - Rust support is present in mainline, but it's relatively slow with updates, and we're, for now, based on Kirkstone

We depend on https://github.com/meta-rust/meta-rust which doesn't get updated regularly.
