eyeD3
eyeD3 is a Python module and command line program for processing ID3 tags. Information about mp3 files (i.e bit rate, sample frequency, play time, etc.) is also provided. The formats supported are ID3v1 (1.0/1.1) and ID3v2 (2.3/2.4). (by nicfit)

Suckless ID3 Tag Editor for ID3V1 and ID3V2?
eyeD3 requires python, not sure if it would fit the suckless philosophy. But it's CLI.

To Lex - can you add chapter markers to the podcast?
Disclaimer: I don't think the eyeD3 library will break your mp3s when it's reading/writing ID3 tags, but it probably makes sense to work on a copy of your original mp3s, in case something goes amiss.
