How do you get Plata-Noir and Plata-Noir-Compact on Tumbleweed?
You can find plata here, i dont no if plata-noir or compact are part of that package. btw, it looks like plata hasn’t been updated for two years, maybe consider another more recent theme.

Could I propose to maintain Plata?
I think we might have a misunderstanding on our hands here. The problem is not that the Plata package for Solus is no longer maintained, but that the Plata project itself (which is/was independent from Solus) sees no more development. So stepping up would mean to take care and update the Plata theme itself, with all that entails. There have been at least two efforts to revive it, but I think both are on hold at the moment. To help out, or start your own continuation of Plata, you'd need to fork the upstream Plata project and update the GTK theme to be compatible with new versions of GNOME shell, Budgies, etc.

Installer just goes "unable to install" when trying to install the most recent lutris version
Theme is Plata-Noir and Papirus Icon theme, which are default for Solus Budgie.

I'd recommend plata. It has a material style design with very good contrast on both light and dark themes. It also has a compact variant. It is the default theme of solus.

Global uniform style
I use plata-theme for GTK, it can be configured by 4 key colors, then it derives everything else from those key colors, I use the same colors for Sway, Wofi, Mako, Waybar .. etc. The result of the overall system looks very consistent.

Documentation exists here for what lines of code you can use to change things like gtk (which is also called widget) theme, icon and cursor themes, etc. My line of code in .xsettingsd is Net/ThemeName "Skeuos-Red-Dark" which just points to the name of the theme folder in ~/.themes

changing plasma theme to dark mess up some icons, they didnt adapt the change and remains same as they were in light one
What I do instead is run xsettingsd after changing the gtk theme name in the xsettingsd config file (~/.config/xsettingsd/xsettingsd.conf). This will result in immediate change but only when using gtk themes other than Breeze (as Breeze gtk theme does not anymore provide two different variants for light and dark colors).

I personally use xsettingsd as gnome-settings-daemon replacement and lxappearance as a gnome-tweak-too replacement.

To apply the GTK theme you would need to set it in the GTK settings files and also, if you are using any X11 apps under Xwayland, possibly install and configure the xsettingsd daemon too (see here for the settings).
