Help Installing Language Server on Windows
There are at least three decent language servers for Perl. I do not run Windows and I am not familiar with it, but I believe the simplest language server to install on Windows is probably perlnavigator. You can also look at PLS. Both of these have VSCode extensions you can download. I don't use VSCode and you don't say what editor you are using, but I know a lot of people use VSCode. Both of these have good support in Neovim if you use that.

Are there any refactoring tools for perl in VsCode. I'm really looking for "Extract Method".

I'm also happy to help out on PLS and I've already made a tiny one character contribution https://github.com/FractalBoy/perl-language-server/commit/236e463cfc2e1381e3a297ac15be175240681d5c . Overall I want the user experience for perl devs (especially new devs) to be as user friendly as possible. I think the PLS is an excellent language server already. If there are any ideas from the Perl Navigator that can be used in it, that would be great as well. Thanks!

Wrote a new module and want to setup CI to run the test suite for each commit (Github)
I started with that too but the dev was unable or unwilling to provide perls with different build types so I wrote a custom workflow which builds perl from source (as required) with different flags (quadmath, threads, etc.) and uses GitHub's caching system to prevent rebuilding them without cause. Works on windows, ubuntu, and macos and a cached perl built with by one workflow can be reused by any of the repo's other workflows. I might make it a shared Action if it ever seems useful for anyone besides myself.
