It would be awesome if someone made a mod to turn WotR into a character builder for PF1E TTRPG
There are already character builders to PnP Pathfinder like PCGen and Pathbuilder 1e. Or are you talking about modding WotR for managing a PnP campaign? That's a much bigger ask, since there aren't really any dev-supported tools for user-generated content the way, say, Neverwinter Nights did.

Does Pathfinder have a site in the same way that D&D has D&D Beyond??
If it's for 1e, though it isn't web-based and looks like a programme from the 90s, I swear by PCGen as the best character builder by far.

Is there a build planner or something similar somewhere?
There are some generic Pathfinder builders like PCGen and PF Autosheet, but nothing specifically for Kingmaker AFAIK. So it's mostly trial-n-error plus consulting the KM wiki to figure out how to plan your builds.

Planning Builds
There are generic builder tools like PCGen and Pathfinder AutoSheet, but they're meant for PnP character so you've got to do your homework to figure what's actually in WotR. And they don't include any homebrew archetypes which Owlcat added.
