paho.mqtt.python with TLS-PSK
However there are a couple of libraries, SSLPSL and SSLPSK2 that help with that. And it seems that (according to a GitHub issue) those can be used to create a custom SSLContext for paho.mqtt.python.

Adding local directory to python path in Anaconda
