Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

However, starting from a certain point, you have to re-invent yet another wheel and then you'll notice that tools like https://github.com/novoid/appendorgheading (which is using https://github.com/novoid/orgformat) provides a much more convenient interface in shell scripts.

Merits of a specific date style?
For machine-parsing OrgDown, the non-ISO syntax is fine as well and libraries like https://github.com/novoid/orgformat do provide functions to convert from/to OrgDown syntax in Python (in this case).
