Vsketch advice needed. Description in comments.
As u/robobachelor said, you can use vpype occult plugin to perform the occlusion. I'm unsure (and cannot test right now) if the fill pattern generated by vsketch is drawn before or after the circle outline. If it's drawn before, you'll have to place each circle in a different layer, then perform occlusion with vpype read input.svg occult -i write output.svg (note the -i option). You can also invoke occult directly from vsketch with vsk.vpype(occult -i).

Linedraw (python)
I ran across a Web site that used LingDong’s linedraw python routine (https://github.com/LingDong-/linedraw) to turn images into what looked like engravings. I had to use the Web version since I didn’t know enough python to get it working on my computer. I have since learned a little python and have it running on my computer. I have tweaked it a bit to used a thinner line and increased the resolution. Doubling the resolution from less than 2,500 lines to more than 5,000 lines increases the time to render from about 30 seconds to about 5 minutes and 30 seconds. I can then import the resulting SVG into Vcarve to create a toolpath for my CNC engraver/carver. This is great since I don’t have any actual artistic ability.

Is there a way to take an image and convert it to turtle code?
I would be cool to vectorize a photo and have the turtle draw it. Look up "python image vectorize" or maybe "python image line art" to convert the image file into lines. Here's the first hit I saw on google: https://github.com/LingDong-/linedraw
