Best way to have project specific settings?
If what you want is like "I have a bunch of nodejs projects and want to run them from vim", then I think you should check some plugins like https://github.com/neoclide/npm.nvim and do :NpmRun (to stay on my example, unchecked).

Looking for a plugin for project setting management
I've written my own plugin for that: https://github.com/jandamm/vim-projplugin You'll add a projplugin folder to your vim config and it'll load the files matching to the current projects name. If the folder name isn't enough to determine the name you can create your own project name from the folders path.
