Can a vi be viewed without LabVIEW?
There's NI's FINALE viewer (which stands for FINALE Is Not A LabVIEW Editor). It's a webapp for viewing VIs, though is more of a tech demo than anything (and is unsupported). From what I can tell you first convert the VIs into the FINALE format, and then use the webapp to open and view the code. I've not tried it myself so can't speak for how well it works, but might be an option.

Have the PLC monitor a text file on a connected PC, then switch outputs based on the contents of the file.
You could give libplctag a try, they have various wrappers for different languages to make it easier for developers.

Generic Ethernet module and assembly instances
The other communciation method is the kind used by HMIs, essentially how your PanelViews talk to PLCs. These devices don't show up in the Network/IO tree on your PLC, and have no guarantees, if the communications fails they fail, but the PLC doesn't have a fault. If this is what you need they probably want to use https://github.com/libplctag/libplctag, in which case all you really need to do on the PLC side is give them some tags to read/write to.
