Acceptable iddle temperature for Gigabyte 2070 SUPER 3X OC
It turns out that this particular card model will NOT turn the fans on until temperature hits 60ยบ. I found a way around to implement a bash script that will activate the FAN using a configurable curve: https://github.com/nan0s7/nfancurve

Can you tell if they spinning at all? I've had many fans just go bad over the years. You might try using lm-sensors to see if you get any helpful info from the OS.

Does Linux support sensors on new AM5 Asus X670E motherboards ?
The sensors are, as of now, not supported. ASUS uses a new Nuvoton NCT6799D-R chip to communicate the sensor data, for which there seems to be no driver in the Kernel yet. There is a bugreport on lm-sensors: https://github.com/lm-sensors/lm-sensors/issues/416
