Mumble working in the background on the Quest!
The ideal app would be Discord since it is easier to make servers and everybody already uses it, but the best I could get out of it in-game was half a second of audio whenever you pressed the Oculus Home button. However, you could use a Mumble-Discord bridge if you have a VPS and know how to set it up to be able to communicate with others on Discord (Or use Voicemeeter on a PC to bridge the audio between the Mumble and Discord apps like I currently am).

Server Install Guide
I successfully installed grumble on a raspberry pi with letsencrypt certificates which can be reached from the interwebs. I wrote that down here: https://github.com/mumble-voip/grumble/issues/27#issuecomment-732816877 Maybe there is something in there that helps?
