Also, BGs are able to start with fewer than 10 a side and are CrossFaction. I expect the population will grow as the cap is increased, especially now that the level cap has been raised to 29 (as of 2 days ago), that's a really cool twink bracket.

Looking for stable wotlk with bots and dungeon scaling
I can recommend NPCBots, they are much more functional than playerbots right now. The difference is they work only as companions and don't do anything in open world on their own. mod-autobalance is also excellent alternative to solocraft. Instead of boosting player stats it scales down dungeons and raids to any player count.
