what's an efficient way to get country code from IP address in a data set?
There are libraries for python, nodejs, etc that let you load a geoip database locally and do the lookups in process. This is one I found in 10 seconds of googling.

suggestions requested to a geo-location from IP library without API calls
I researched a bit about GeoIP2(https://github.com/maxmind/GeoIP2-python) but it's not proving very effective for IPs outside of North America. If someone has any pointers, please do share I'd be grateful. Thank you.
