I made a cloze-based language-learning game using Rust.
This inspired me to make minicloze, which aims to eventually be a FOSS and CLI-based version of Clozemaster built in Rust. It uses the Tatoeba database just like Clozemaster, the main feature it's lacking right now is spaced repitition which I'm about to start work on.

I use watchexec to automatically run the code when saved, you should customise this to your liking.

OTOH PowerShell will not keep watching and is one of the requirements. In the past I've successfully used watchexecrepo and inotifywaitrepo.
