Server starts to die at 9 members and lag extremely a lot when only 7 are on
I'd recommend dropping the simulation distance and render distance and read up on this. Chunk loading is one of the most resource-intensive parts for the server - perhaps even the most.

Looking for server
Ok. Also depends on how tech savy you are. If you are familiar with installing OS or basic linux commands you could try pinecraft. It was primarily made for raspberry pi but as far as I know it coukd be installed on x86 machine with CLI linux distro (eg ubuntu server). Just read trough documentation and decide. In that case, you would not need some extra fast hardware. Just enough ram for the mods and players. If you plan on using windows pc, I have no idea what specs you need.

is raspberry pi good for a minecraft server
I always wanted to try it with Pinecraft. Good luck finding a new Pi 4 8GB though, back orders are already over a year out at most vendors.
