I see you're running Spartan. You shouldn't. Rip out any plugins that are on this list, unless you have a very good reason for running one and are fully aware of the potential drawbacks. https://github.com/kennytv/list-of-shame

Strip out any plugins on this list, namely ClearLagg (which contrary to its name, usually serves to only generate more lag) https://github.com/KennyTV/list-of-shame

You're not using Aikar's flags. Click "FIX THIS" to find out how. If your host does not support Aikar's flags, switch host. Switch from Paper to Tuinity or Purpur, you will see a significant performance boost: https://purpur.pl3x.net/downloads/ In timings, click the "all" view, and the plugins tab. You've got a number of plugins taking up a massive amount of your CPU: SpecializedCrates alone is taking over 10% of your main thread. Assuming you've optimized using Spigot's guide, it is better to refer to this guide instead: https://github.com/YouHaveTrouble/minecraft-optimization Don't use lag remover plugins. They are rubbish.
