As for the home server thing, there is already an open source project that does all the back-end heavy lifting for you, written in Go, which is perfect. All you need is to write your own client using their REST Api. At least that's how I would go about it.

You can self-host a notification service using https://gotify.net/ for example, but you may need to ask the user to disable battery usage restrictions if you don't want the OS to kill the background process.
