Any way to set skin in the new Steam UI?
New Overlay will only break https://github.com/henrikx/metroskininstaller more as Overlay was skinnable and now will become un-skinnable due to Overlay migration to ElectronUI, except the SteamFriendsPatcher method.

Increased odds of changing account login name function?
And you dare to ask the Login Name change relying on such thought? No it will Never change but good news for you that Steam is transitioning into ElectonUI so that most of Steam will simply be a HTML page (conversion is almost complete) so some users will figure out to replace your Login name in ElectronUI with your Nickname which currently is AVAILABLE via https://github.com/henrikx/metroskininstaller skin.

How to y'all feel about the Steam Overlay? I feel like it's a little outdated for 2023
To ease your Metro experience for now, use https://github.com/henrikx/metroskininstaller (safe, you can send file to virustotal if you wish) and it will automate the process. I wish you could have seen the glory days of many skins existed because thanks to Valve new policy, as far as I know only Metro still works and others quit fixing their skins.

It's 2023 and we can't switch the overlay browser or install a basic ad blocker. Why are people okay with this?
They aren't working on anything because all of the UI is changed already, Chat, Library, Web pages, Big Picture. Only thing that's there is for Skinning & we don't want it changed. Steam's CEF was never a true replacement for Chrome & I'll urge to read this elsewhere for differences. Steam will never let you "redirect" HTTP/S requests to other browsers like they also don't let you use common OTP apps either & this is purely on Security that nothing you say will ever change this. Overlay browser (CEF) is intentionally in this current state & that won't ever change, no extensions, no Chrome settings, no uBlock Origin, nothing. Valve urges you to use normal Chrome instead.

My cat walked on my keyboard, now my toolbar doesn't show at the top. I use Metro for Steam.
Your cat knows the best for you so she/he re-organized it optimally ;) Your cat has nothing to do with situation because there are "no" settings anywhere to change the Library view (not left-bar), it's just a coincidence. If you want to try, delete Metro, restart for default skin, re-install metro from scratch.
