How do i move the menu button (middle bottom button) using DraStic DS Emulator
I'm not sure it's possible. I had the same problem. You can only hide it completely or change position to the top. but without a gamepad you can't Access settings in-game. If it really bothers you, you can change to MelonDS which is free. (Last updated July https://github.com/rafaelvcaetano/melonDS-android/releases ) I think Drastic developer kind of abandoned the project, since he haven't updated it for 8 months now (I paid for it as well).

Ah, you're using the Android version of melonDS? Yeah, the latest version allows managing DSi titles. The PlayStore seems to have it updated already, or you can just grab the .apk from the GitHub page. However, you may not need it.

I haven't tried it but MelonDS can apparently run DSiWare.

You're in luck! I recently did this for my Surface Duo. There's a nightly build of MelonDS you can build and install which has RA support. Works very well! https://github.com/rafaelvcaetano/melonDS-android/actions/workflows/main.yaml

Galaxy S10 - advice on compatible emulators?
Drastic https://play.google.com/store/apps/details?id=com.dsemu.drastic is the best choice for DS emulation. It's paid but it genuinely is worth the money. There is also MelonDS https://github.com/rafaelvcaetano/melonDS-android but it's not quite as good but can play DSi games where Drastic cannot.

NooDs - A New Standalone NDS Emulator. Haven't used it yet but so far been hearing good things about it especially from Mr. Sujano over at YouTube. Here's their Github Page.

There's a new Nintendo DS emu - NooDS. It's a bit bare-bones rn but performance is almost equal to DrasticDS on potato phones. And it's free! So if you have a potato phone, and would like to play your games upscaled, check it out

NooDS's increased resolution option looks better than DraStic's
Both emulators say that their "high-resolution 3D rendering" option multiplies the resolution by 2, but NooDS, that actually is less aaccurate than DraStic as of now, looks better than DraStic with that option enabled.

DS Emulation in the PS Vita
Try it yourself if you want, but I haven't heard great things as of yet. Honestly, buying the RP2+ for DS games doesn't make a whole lot of sense. Yes, it has a tactile screen, but only one. And you won't get perfect compatibility. Just get a DS Tank, Ds Lite, DSi, or DSi XL along with a $10 flashcart. (The flashcart part isn't even necessary if you opt for a DSi or DSi XL, but it will get you much closer to 100% compatibility.) DSes go for cheap today.
