approaches for raster to sqlitedb
I want to convert a georeferenced scanned map into SQLITE DB tiles to use it with the OsmAnd app on my phone. I am currently using the Convert to XYZ Tiles (MB Tiles) to convert the raster map into mbtiles and then running a python script found here https://github.com/tarwirdur/mbtiles2osmand/ to convert the .mbiles into .sqlitedb.

Becoming a Pro?
The first step is to make georeference of the picture, because scaned map is just picture for any mapping system. It means that mapping system has to know what part of the map is the picture. This step can be done with qgis, locus map, ozi explorer ... When you have georeferenced picture like ozi.map geotiff or geopdf then you have convert it for osmand format: zxy tiles or sqlite. You can do it with qgis, mobac (if I remember) and script in python https://github.com/mariush444/raster2osmand
