Can I download all gmail as mbox format and serve locally?
Just use the takeout feature to download a copy of your emails as mbox. Then you can use any email client to load the file. You can also use mboxviewer if you just want to read the emails.

Either Google Takeout for everything, or GYB (got-your-back) https://github.com/GAM-team/got-your-back for email. You can try GAMADV-XTD3, but it can be super complex and Iโm not sure if a standard account can use it or if you have to be super admin.
