Bilibili download stalls at around 30-60%
Not a fix, but I tend to use lux when downloading from bilibili. It is faster too.

YouTube-dl's first release since June 2021
Seems weird to me to frown upon python and then being ok with perl.. but whatever float your boat! Perhaps check out https://github.com/iawia002/annie which is Go so you can get a static binary.

Slow download speed for Audio but fast download speed for Video?

Trottling Speeds?
The issue is already fixed in the code so if you compile from the code your issue will be fixed. Personally though I just downloaded the daily build and that seemed to fix the issue https://github.com/ytdl-patched/yt-dlp

Temporarily, you could also install the unofficial daily build of yt-dlp from here.

Cinema mod not working
It seems Youtube did change something internally so the old yt-dlp exe file (which the Cinema mode uses) no longer works. Found a fix: Go here to download the latest yt-dlp exe file: https://github.com/ytdl-patched/yt-dlp/releases/tag/2023.02.17.334. Then go to C:\Program Files (x86)\Steam\steamapps\common\Beat Saber\Libs on your PC and replace the old yt-dlp.exe file with the new one you just downloaded. And it should fix Cinema mod. I just tried and it works for me now!

Is the yt-dlp fix for Vimeo's "Unable to extract info section" available as an .exe?
So, if you want this fix "as an .exe", just download the unofficial daily build from here, or compile yourself.

Have you tried the latest daily release? https://github.com/ytdl-patched/yt-dlp/releases I had problems with throttling too, but switching to the daily release fixed it for me, you get the most recent fixes, but it might be not as stable, the original yt-dlp was updated a month ago

Getting error: "nsig extraction failed: You may experience throttling for some formats. Install PhantomJS to workaround the issue."
Until the next update of yt-dlp, you could try with the unofficial daily build, made by @Lesmiscore: https://github.com/ytdl-patched/yt-dlp.
