Connecting nodes in isolated networks
To be honest, you might have a better chance at creating a multi-cluster setup, with a solution like Liqo (https://liqo.io/). I never used this, but it's supposed to join multiple clusters in a way that you can control all of them from one primary master.

Floating Ip Between two Networks
That's kind of the issue, I'm not aware of anything nice that does this in the open-source world. There is polaris-gslb, but it doesn't seem to be maintained any more. Most of the more common implementations I've seen have been slapped on the sides of load balancer products.
What are some alternatives?
